Aaron Alarcon, PhD
Dr. Alarcon served most recently as the Executive Director of the Community Services Bureau of Contra Costa County. Prior to that, he was the Executive Director of the In-Home Supportive Services Public Authority of Marin County, a public agency that provides in-home care to older adults and individuals with disabilities. He has also served as the Guardianship Program Director for individuals who are no longer able to make decisions about their health, finances, and safety in El Paso and Fort Worth, TX.
Dr. Alarcon earned his B.A. in Public Relations from the University of Texas at El Paso, his master’s degree in public administration from the University of North Texas, and recently completed his PhD in Public Policy and Administration at Walden University. Dr. Alarcon is an immigrant, a member of the LGBTQ+ community, and a former undocumented person. He knows first-hand the hurdles that marginalized populations face daily in this country, and he is deeply committed to advancing systemic changes.

Marisol Calvo
Marisol Calvo leads all human resource functions for Family Eldercare to support the strategic and operational performance of the organization. In conjunction with the CEO and leadership team Marisol develops comprehensive human capital strategies for the organization. Marisol has been with Family Eldercare since 2021 and comes from the private sector. Marisol’s passion and commitment to the clients we serve drew her to Family Eldercare where she can help make a difference behind the scenes. Marisol is also a member of the LQBTQ community and co-sponsors Family Eldercares DEI Council as well as the DEI initiatives for the organization. Marisol obtained a B.S. in Human Resources Management and has been a member of SHRM since 2017 while serving on the mentoring committee for the Austin, TX chapter.
Oneka Gaskin
Oneka Gaskin joined Family Eldercare in March 2023 as a Permanent Supportive Housing Program Manager, bringing a wealth of experience and a people-first approach to her role. Known for her compassionate leadership, Oneka combines warmth with strategic vision, creating environments where clients feel empowered and supported on their paths toward independence. Her expertise spans team development, compliance, and quality standards, honed through her role with Texas HHSC Long Term Care Regulatory Division, where she ensured high-quality care in Skilled Nursing and Assisted Living Facilities.
With over 15 years of dedicated Case Management experience, Oneka has supported individuals with mental health needs, chronic medical conditions, and homelessness, delivering housing solutions in communities throughout Brooklyn, Queens, Manhattan, and across Suffolk and Nassau County. Her background includes positions with nonprofits providing hands-on support and crisis intervention in a shelter environment and as a Unit Director at the Austin SSLC, where she led an interdisciplinary team and advocated for individuals with intellectual and developmental disabilities.
Oneka holds a BA in Health Care Administration and certifications such as SOAR, the Surveyor Minimum Qualification Test (SMQT) with Center for Medicare & Medicaid Services and Case Management from Hunter College School of Social Work. With humor, empathy, and a solutions-driven mindset, she is a valued leader and colleague in the field of Permanent Supportive Housing.
Emily Habermehl, LMSW
Emily Habermehl has been with Family Eldercare since 2012. Emily graduated from The University of Texas at Austin and received her Master of Social Work with honors in 2007. Emily started as an Intake Coordinator in the In-Home Care program at Family Eldercare before becoming a Team Lead, and then Manager of Service Coordination. She is now the Senior Director of Supportive Services. Emily has worked in the social services field in Austin for over 23 years and has worked at the American Cancer Society, the Texas Department of Family and Protective Services, The Right Step substance abuse rehab facility, and has been a dedicated volunteer to many other organizations and agencies. Her special interests are Aging In Place programing for older adults and accessibility to mental health and substance misuse disorder treatment.
Meghan Jones, CFRE
Educated in International Studies at the University of Evansville, Indiana, Meghan Jones has worked in Austin’s nonprofit sector for more than 20 years. Coordinating volunteer services while in college, after graduation she moved to Austin to serve as an AmeriCorps VISTA at Big Brothers of Sisters of Central Texas. She then worked for a variety of nonprofits from long established national organizations to those new to fundraising including Planned Parenthood, Breast Cancer Resource Center, Wayside Schools and half Helen.
Meghan is experienced at building and maintaining relationships with major donors, planning and executing large and small events, and writing and managing foundation grants. At Family Eldercare, Meghan will use all of these skills to create strategic fundraising initiatives that will increase unrestricted funding for the organization.
In her free time, Meghan enjoys baking delicious gluten free cakes and spending time with her partner and their dog.
Dale Shira, TxCG
Dale Shira is the Senior Director for Guardianship and Financial Advocacy at Family Eldercare. The Guardianship program provides services, based on court-initiated referrals, for over 325 individuals. Guardianship specialists are licensed by the Texas regulator, JBCC, and promote and protect the well-being of individuals we serve, while preserving their independence and their right to make decisions. The Financial Advocacy program offers supportive services such as acting as Representative Payee for those in need of assistance with managing their financial affairs.
Dale started in the Guardianship program as a specialist, and has worked as a supervisor and program manager at Family Eldercare. Dale has been an Austin resident since 2011, joining the area after four years in the Air Force working in communications. Prior to Family Eldercare, Dale worked at a nonprofit connecting individuals who have cancer with supportive resources.
Dale enjoys spending his downtime hiking around the trails of Austin (especially St. Edwards Park) with his wife, daughter, and the family Corgi.
Cheryl Young, LCSW-S
Cheryl received her Bachelor of Social Work from The University of Texas at Austin and worked as a Social Worker at Travis State School and Austin State Hospital prior to going back to school and obtaining a Master of Social Work from Our Lady of the Lake University in San Antonio in 1996. Cheryl has 28+ years post-Masters experience as a medical and clinical social worker in Hospice, home health, and hospital settings in the Austin and central Texas area.
In April 2011 she joined Family Eldercare providing psychotherapeutic counseling for homebound older and disabled adults and caregivers. In late 2011 as a Co-Leader of the Austin Gay and Lesbian Senior Services (AGLSS) at Family Eldercare, Cheryl co-created and presented training programs addressing the needs and struggles of LGBTQ+ older adults. In May 2022, Rainbow Connections ATX was founded at Family Eldercare. Prior to becoming the Senior Director of Well-Being, Cheryl was the Clinical Director for the In-Home Counseling program and the Program Manager for Rainbow Connections ATX.
In her free time, she enjoys supporting University of Texas Longhorns sports, listening to live music, and spending time with her friends, family, and her mini Goldendoodle, Ruby.
Linda Zamora
Linda Zamora leads the Housing and Homelessness Services team at Family Eldercare, bringing extensive experience in the successful operation of housing programs. With a deep commitment to providing essential services to unhoused communities, Linda’s work is both a professional calling and a reflection of her personal values and passion. She takes great pride in championing this mission and advocating for solutions that support our most vulnerable neighbors.
Throughout her career, Linda has built strong partnerships with federal, state, city, and quasi-governmental funders, ensuring compliance and the effective execution of housing programs. Her leadership in managing and overseeing housing initiatives has contributed to meaningful, sustainable impacts in communities. Linda remains dedicated to advancing this critical work for years to come.
